Steve Tocco was an appointee of William Weld, the privatization-crazed former governor of Massachusetts. When Tocco was head of Massport (the Port Authority for Boston harbor), he was a successful advocate for leasing Massport-owned waterfront property to private developers like the ones he now takes care of as the CEO of his consulting firm, ML Global. The setting for this cartoon is a composite of two ruined piers on the East Boston waterfront, an area which is indeed viewed as an up and coming redevelopment goldmine.
