Governor Paul Cellucci, facing criticism for being patronage-obsessed in his appointments and nominations, does like to fall back on the "powerful women" defense. His former Chief of Staff who became Massport head (after the booze cruise scandal depicted in my September 14, 1999 cartoon) is Virginia Buckingham. Joseph Moakley is the Congressman from South Boston, who pretty much asked for it by referring to Buckingham as the "girl in the next office." Margaret Marshall was nominated by Cellucci and subsequently confirmed by the Governor's Council as Chief Justice of the Supreme Judicial Court of Massachusetts. Jane Swift is Lieutenant Governor. Suffolk University, a near neighbor of the State House, has expansion plans that require state support to be carried out successfully. I don't know what the pay scale is at Suffolk, but experienced academics with PhD's make between $2,000 and $5,000 for teaching a course at UMass Boston.
