Massachusetts Governor Paul Cellucci proposed last week in his annual state of the state address that bonuses be offered to people who switch to public school teaching from other professions. It is widely believed that new retirement benefits will induce many veteran teachers to leave the system in the next year or two, and that a teacher shortage will result.
